well lets do the old fashioned how we do in Highlander :3
simply by giving them interviews to show them your Authority and Power and of course it will increase their loyalty to you. ask questions like, where do you live in real life?, how old are you?, How good are your Building skills?, Give us 3 reasons to trust you.

There but make rules 1st to read by the applicants
